Phillips, CEO and Chief Economic Analyst. \u201cThese are discretionary purchases \u2014 and over 50% are all-cash deals.\u201d<\/p>\n\n\n\n<p>If rates aren\u2019t the problem, then what is?<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-confidence-gap-market-confusion-paralysis\">Confidence Gap + Market Confusion = Paralysis<\/h2>\n\n\n\n<p>The real culprit is what economists call <strong>FUD<\/strong>: <em>fear, uncertainty, and doubt<\/em>. Closings are stalling.
